VM reveals black propaganda materials produced at city hall
VICE Mayor Alvin Fernandez has exposed the use of city hall and some of its employees and equipment as source of cheap black propaganda materials and disinformation against his father, former Immigration Commissioner Alipio Fernandez Jr. who is running for mayor.
In an interview on Thursday, the younger Fernandez said independent-minded employees of the city government came to him and told him that some employees of the city and its equipment are now being used to churn out propaganda materials that are being distributed in the city streets.
These propaganda materials are all meant to boost the campaign of Fernandez’ opponent, Brian Lim, son of incumbent Mayor Benjamin Lim.
The elder Lim is running for congressman in the fourth district of Pangasinan.
“Imagine, there sources of the city and even employees are freely being used to produce propaganda materials against rival candidates,” Fernandez said.
Charging that the Dagupan City hall is now being used as a political headquarters by the camp opposed to his father, Fernandez pointed out that since there are only two candidates for mayor, there can be no other possibility but that the Lims are behind the propaganda.
The report is that even the copying machine in the city mayor’s office is being used to reproduce the black propaganda materials, Fernandez said.
“We have to verify as this may be true and this may not be true. But this is coming from city hall employees who claimed to have witnessed the misuse of city government resources,” he said.
Fernandez also deplored a malicious text message being circulated by the other camp that his father suffered a stroke and rushed to the hospital.
“Of course, this is a blatant lie. My father is as healthy as ever as shown by his non-stop campaign all over Dagupan in his desire to get back to city hall and put Dagupan in order,” he said.
The elder Fernandez himself belied the misinformation when he and his team mates held a rally inside the about-to-be opened CSI Jimmy L. Fernandez Center on Wednesday.
He said all these, plus the black propaganda materials, are strong indications that his opponent is now panicking and in desperation because of his impending defeat.
Former Immigration Commissioner Fernandez said the supposed irregularities in the Bureau of Immigration (BID) appearing in the black propaganda materials were committed by bad eggs whom he weeded out when he took the helm of that office.
At the same time, he said the BID earned much kudos and praises, among them coming from President Gloria Macapagal-Arroyo, when he was immigration commissioner because of its increased performance reaching 30% to 35%.
At the same time, he said, that under his tenure, BID posted a P1.5 billion collection, surpassing its target collection of P1.1 billion given by the Department of Budget and Management.
