LINGAYEN–A man posing as a member of the Alex Boncayao Brigade- Communist Party of the Philippines-New People’s Army was arrested on Tuesday by the police in an entrapment operation after he tried to extort P180,000 from the provincial engineer.

Senior Superintendent Isagani Nerez, provincial police director, said  a team led by Superintendent Rolando Magno, head of the provincial intelligence branch, captured one Noel Santos, 39, single, and resident of 26 Purok 3, del Rosario Street, San Fernando City, Pampanga.

Santos demanded P180,000 as revolutionary tax, protection money and support  for  their organization from Provincial Engineer Diviña de Leon.

Police records showed that Santos, who is not a regular member of the group, was involved in a series of robbery/ extortion activities in Pampanga and in Manila.

The suspect’s modus operandi involves picking names and numbers from the telephone directory and calling to say he is Ka Sergio, the alleged spokesman of ABB-CPP-NPA based in Region 1, and promises his would- be victims that their group is always ready to protect them.

After setting a meeting place and date, Santos picks up the agreed amount posing as Ka Jun this time.

During his arrest, a list of eight contact numbers of government officials in Lingayen and Dagupan was confiscated from his possession.

Among the listed contact numbers, he admitted that Mrs. De Leon was his first victim in the province and gave him P45,000 last May 8, 2007 as alleged protection money/support for their organization.

A case of two counts of robbery with intimidation/extortion was filed against the suspect. He is now lodged at Bureau of Jail Management and Penology in Dagupan City.

Among his previous victims beginning 1990 in Pampanga were a nun, a store, Engr. Rafael Puño of the first district engineering office of San Fernando City and a certain Mrs. Pablo from the Department of Social Welfare and Development in Manila.–EVA
