Comelec admits it is helpless vs. early election campaigners

The Commission on Elections here conceded that prospective candidates, who have already put out campaign materials disguised as public service announcements but have not filed their respective certificates of candidacy, cannot be charged for possible violations of the Omnibus Election Law.

City Election Officer Remarque Ravanzo explained that his office cannot act against the prospective candidates because they are still not considered candidates until they file their candidacies.

“The moment these persons file their respective certificates of candidacy, their campaign activities will be closely monitored for violations of the Omnibus Election Code.” he said.

Streamers, tarpaulins, posters and other materials that are in the nature of campaign paraphernalia have mushroomed in public areas.

He suspects that the prospective candidates are still biding their time to register to circumvent the law and use tit to their advantage.

The Comelec will designate common poster areas when the campaign period starts. –A.P.E.
