City to pursue case against 3 workers

THE City Legal Office will pursue its investigation of three employees who have gone on an absence without leave despite the election ban against the firing, hiring, promotion and giving of incentives to government officials and workers.

City Legal Officer Geraldine Baniqued identified the three as Rodolfo Sison, Nolito Estrada and Isidoro Tobayan

Sison had 38 absences, Estrada, 31.5; and Tobayan, 79, all during the months from August to December.

City Elections Officer Remarque Ravanzo noted that under the Omnibus Election Code, it is prohibited to undertake movements within the ranks of government employees. The prohibition will be in effect for the period March 30 to May 14 this year in line with the May national and local election.

  Maintaining that the Omnibus Election Code is silent on the firing of government employees, Ravanzo personally believes that civil service eligible, are protected by the civil service law and therefore could not just be dismissed or suspended without due process, especially when an election ban is in effect.

Ravanzo said that if there is a need to fire employees, the decision must first be coordinated with the Commission on Elections.—A.P.E.
