Election period starts today; gun ban in effect

THE election period for the May 14 local and national polls officially starts today, and the enforcement of the gun ban as mandated by law is also now in effect..

The City Election Office, through lawyer Remarque Ravanzo, has issued a public reminder, stressing that the ban will be in effect  until June 13 and will be strictly enforced to ensure peace and order.

Ravanzo clarified in an interview that the gun ban covers everyone, including men in uniform and they can be arrested if they carry their firearms without the required exemptions issued by the Commission on Elections (Comelec) central office.

Application forms for exemption are available at the local Comelec office. The terms for exemption are laid out under Section 261 of the Omnibus Election Code, as amended by section 32 of Republic Act 7166.

Ravanzo explained that members of the Philippine National Police need a mission, memorandum receipt appointment papers, a valid permit-to-carry and latest firearms license duly endorsed by the Chief of Police at their places of work to qualify for an exemption.

Civilians who are members of gun clubs may also apply for an exemption, but Ravanzo is encouraging them to “just take a rest from their activities” during the election period.

BODYGUARDS

Ravanzo also issued a warning against would-be candidates about the hiring of security personnel or bodyguards, whether or not they are from the ranks of the Armed Forces of the Philippines or other law enforcement agencies.

He pointed out that at the start of the campaign period for the local candidates on March 30, the appointment or hiring of new government employees; creation or filling up of new positions; promotions or the giving of salary increases, remuneration or privileges will be prohibited.

In addition, local government officials are also prohibited from engaging in construction of public works, delivery of materials for public works and issuance of treasury warrants or similar devices for a future undertaking chargeable against public funds.—A.P.E
