Binmaley reports good year in 2006

BINMALEY–It was a good year for Binmaley.

This was how Mayor Simplicio Rosario described the performance of his municipal administration for the year 2006 during his State of Municipal Address (SOMA) on January 8 before the Sangguniang Bayan (SB).

The SOMA was attended by Vice Mayor and SB head Jeffrey de los Angeles, municipal officials and employees, teachers, and members of non-government organizations, among others.

The municipal government’s overall program for the town is contained and summarized in its working slogan “SAM” or Serbisyo Agad Maaasahan.

Rosario cited his administration’s various programs for the last five semesters that focused on infrastructure, education, health and social services, economic and management, and governance.

Topping his performance was the reclassification of Binmaley from third to second class due to good tax collection performance.

Among the activities accomplished under the infrastructures program include the construction of the New People’s Park, the renovation of the municipal building, the improvement of the drainage system and auditorium, construction of food stalls and board walk, and the construction of the new Philippine National Police (PNP) building.

Also completed was Phase 1 of the Binmaley Gym, while improvement of the Rizal Park and landscaping of the frontage of the PNP station have been lined up.

The Rosario administration had allotted P100,000 to every barangay, or total of P3.3 million, to finance specific priority development projects of  the individual barangays.

In the educational front, the municipal government also appropriated funds for the hiring of 20 additional teachers, for office supplies and capital outlay of schools, repair and maintenance of school buildings and facilities, scouting and sports development, printing of test papers and payment of electric and water bills of schools.

Rosario said the municipal government made the Binmaley infirmary operational to accommodate patients suffering from Acute Gastro-Enteritis and assured adequate medicines for patients.

At the same time, they issued 4,000 Health Cards and assisted residents of Binmaley confined at the Provincial Hospital, Region I Medical Center and other hospitals even as it provided every family holding a wake for a dear relative a 50-kilo sack of rice.

The town’s economic program centered on the implementation of Municipal Ordinance No. 3, series of 2006 and applicable provisions of the Local  Government  Code as well as the Philippine Fishery Code, which called for the dismantling of fish pens along the rivers.

“Due to the dismantling of fish pens, water quality has greatly improved, thus bringing hope to our fishpond operators whose production had greatly deteriorated,” Rosario said.

He said since the dismantling of fish pens, fishermen have managed to harvest more different species of fish that now teem in the town’s rivers.

Rosario assured that the debts incurred by the previous municipal administration will be fully paid this year.—LM
