1st SP meeting for 2007 put off due to absences

In its first regular session for the year 2007, the Sangguniang Panlungsod (SP) again adjourned without discussing an item in its agenda after failing muster a quorum.    

         Vice Mayor and SP presiding officer Alvin Fernandez came early as usual, and those who answered the roll call made by SP Secretary Jorge Estrada were Councilors Michael Fernandez, Jose Netu Tamayo, Luis Samson Jr. Alex de Venecia, Charise Perez and Eric Muñoz.

         Councilor Farah Decano soon arrived but it was too late, the meeting had been adjourned.

         Absent were Councilors Teofilo Guadiz III, Vladimir Mata, Librada Reyna and Danilo Torio.

         The session was scheduled at 2:00 p.m. Monday and based on SP rules, a roll call would be made five minutes thereafter and a second roll calls after another five minutes.

METROSTATE CASE

        Councilor de Venecia said had there been a quorum, he would have delivered a privilege speech taking to task anew the hasty approval of a resolution authorizing Mayor Benjamin Lim to enter into contract with Metrostate Realty Development Corporation (MRDC).

         De Venecia was absent when his colleagues in the SP approved the resolution by a vote of eight in favor and three against.

         He maintained that although already approved by the SP, he can still denounce what the resolution given the evidence of a failed bidding for the contract.

         Fernandez has also questioned the legality of the process where MRDC supposedly won the controversial bidding for a build-operate-transfer scheme to develop an P84-million tourism park building at the Magsaysay Park–LM
