City hall will finally pay employees’ delayed adcom
After eights months of waiting, Dagupan City employees are told they will finally receive their additional P1,000 monthly compensation allowance, now totaling P9,000 to cover nine months starting April this year.
This became certain after the city council on Monday passed a P16.7 million supplemental budget under Ordinance No. 1881-2006, providing for P4.5 million to cover the employees’ adcom from April to December.
Mayor Benjamin Lim had directed that part of the P16.7 million increased Internal Revenue Allotment (IRA) share of the city this year be used to pay for the unpaid adcom of employees.
Earlier, City Budget Officer Ildefonso Calimlim said the payment of adcom of employees would depend on whether Mayor Lim would agree to use part of the city’s increased IRA share for such purpose.
Vice Mayor Alvin Fernandez, however, clarified that only regular employees will receive adcom and will not include emergency workers (EW) as well as Barangay Health Workers (BHW).
An unverified report said that included in the outlay is an appropriation for the salaries of EWs of the city but only for the month of October.
To be covered by the ordinance are: P4.5 million for one-and-a-half month electrical and water consumption of the city; P1.67 million for non-office account; P560,000 as additional gasoline outlay for the City Mayor’s Office, Philippine National Police, Waste Management Office; and City Engineering Office; P952,328 for additional Maintenance and Other Operating Expenses; P836,155 for the five per cent calamity fund as budgetary reserve; and P3,344,620 as 20 percent Annual Investment which can be released with the approval of the council or the recommendation of the City Development Council.
The city treasurer is reportedly set to release the delayed adcom on December 15.
Vice Mayor Fernandez said the city council will consider including EWs and BHWs as added beneficiaries of the adcom next year provided the city’s finances warrant. — AQL
