No to new cities — Dagupan SP

THE city council of Dagupan is strongly opposing the passage of House Bill No. 5737 seeking the conversion of certain municipalities in the Philippines into cities.

Councilor Jose Netu Tamayo who authored a resolution said Dagupan is strongly opposing the House Bill because the creation of new cities will mean diminution of Internal Revenue Allotments of existing cities.

But according to Councilor Vladimir Mata, opposing the house bill may be interpreted as being selfish because such a position may hamper the transformation of municipalities into cities.

Councilor Michael Fernandez said he opposes the bill because he believes that a city has more responsibilities than a municipality.

 Fernandez confided that the city will suffer at this time if its IRA share is reduced or slashed as it is “now in deep financial trouble”.

It turned out that the serious financial trouble in the city government was the main reason why members of the city council oppose the creation of new cities as the same will share in the whole IRA allocated for cities throughout the country. 

He further explained that the main objective of a city is to create more revenues in order to finance development projects.

 The proposed resolution was referred to the Committee on Laws and Judiciary for further study. -AQL
