After the reported dismal performance of the Dagupan City government in year 2005 by the Commission on Audit, comes this breath of fresh air.

The business tax collection in the city increased during the first semester of the year as compared to last year’s, making its P80,000,000 target collection an achievable goal.

Records of the One-Stop-Business-Shop showed that as of July this year, the city’s total collection for all taxes amounted to P201,466,200,  reflecting an increase of P16,819,508.89 or nine per cent from its collection for the same period last year.

The city’s target collection this year is P291,159,784.00.

The collection of business tax alone is P69, 921,936.62, higher by  P11, 715,336.08 or an increase of20 per cent over its collection for the same period last year.

Records also showed there was increase in the collection of operating and miscellaneous revenues of 24.7 per cent as compared to the same period last year.

The actual collection for operating and miscellaneous revenues is P38,735,813.83 or an increase of  P7,694,907.03, against the city’s  target collection of  P65,840,216.00.

Digna Liwanag, head of the OSBS, attributed the improved collection to the continuing effort of the city government to meet its target collection of P357 million for the year.

From its P357.4 million total income last year, the city retained only P18.9 million because of its huge expenses of P338.5 million. This net income was ranked by the Commission on Audit as among the top 10 lowest among all 117 cities in the country.

The city was also ranked by the Commission on Audit as the leading city in terms of expenses among all eight cities in Region 1 as it retained only five per cent net income last year.

Liwanag said their collection this year is better as compared to last year  when the city did not realize its projected revenue collection of P350 million.

“This is a good sign,” she said, as she revealed that the city has already collected P240. 2 million as of July, or 67 per cent of its P357 million-target collection this year.

She attributed the poor collection at the Malimgas market and in the enforcement of the fisheries ordinance as the reasons for the city’s failure to meet its target collection last year.

This year, the city has targeted P35 million income from the Malimgas market but only P16,691,468.55 has so far been collected as of July. –  AQL
