Workers seek delayed adcom

When it rains, it certainly pours for the Dagupan City government.

THE cash-strapped city government has had to shelve its reorganization plan owing to lack of funds but its problems are still far from over because its employees are now requesting the payment of their additional compensation (adcom) allowance due for the period April to July this year, amounting to P4,000 per employee.

The request was contained in a petition-letter signed by members of the Samahan ng mga Kawani ng Dagupan and sent to Mayor Benjamin Lim.

Ogie Ventenilla, president of the employees association, said no subsequent payments for adcom have been made after the employees received P3,000 each, covering the period January to March.

Adcom is provided for in an executive order signed by President Gloria Arroyo to benefit employees in the national government but local government employees could also be given if the local government units can afford it.

Appealing to the city mayor for consideration, Ventinilla said theP1,000 adcom per month is a big boon to the employees who have difficulties coping with the present economic crises.

However, City Budget Officer Ildefonso Calimlim said that the release of the adcom to employees depends on the availability of funds in the city coffer.

He said the adcom was not included in the city’s budget so that it could not be released immediately unless the city has extra funds to cover it.   

Since the adcom is now four months delayed, many now assume that the city has no funds to pay for adcom as promised to the city hall employees.

  Meanwhile, Ventinilla clarified that his organization is not opposed to the planned reorganization.

“We are just against the retrenchment of employees and will agree to a realignment,” he said.- AQL
