Test papers bankrolled by school fund

PUPILS’ DIAGNOSTIC TEST

NO collection from pupils for payment of test papers for a diagnostic test directed by the Department of Education was authorized in Dagupan City and in Pangasinan I area.

City Schools Superintendent Dr. Aurora Domingo said the school board fund was used to shoulder the expenses in the reproduction of the test papers.

Supt. Dr. Alma Ruby Torio of Pangasinan I also denied having ordered principals to collect from pupils as the cost of the test papers was shouldered by their school board fund.

Supt. Armando Aquino of Pangasinan II was not available for comment when PUNCH called him to clarify the issue.

Domingo said the diagnostic test as required by DECS was intended to gauge the level of knowledge of the pupil as against the grade level he/she is presently enrolled.

She said the test papers were prepared by the division office using its newly acquired risograph machine and, therefore, did not have to contract its reproduction with a printing press.

She also pointed out that she did not order teachers and principals to collect from pupils.

Domingo advised parents whose children were made to pay for the test papers by their teachers or principals to report the matter to her personally so that she can take immediate disciplinary action against the erring teachers.

She asserted that she does not tolerate any wrong doings by any of her personnel,   especially on money matters.

It was reported earlier that some of school principals based at the Pangasinan I and Pangasinan II School Divisions authorized the collection of P10 to P13.50 per pupil as payment for the test papers used in the diagnostic test.

This year’s diagnostic test was conducted on school – to – school level unlike in previous years when it was conducted simultaneously division-wide. – A.P.E.
