Mata and Guadiz question reorganization plan
Another ally of the Lim administration in the city council has questioned the staffing pattern in described in the reorganization of the city government as proposed by the office of the city mayor.
Councilor Vladimir Mata has joined Councilor Teofilo Guadiz III in protesting the proposed ordinance as prepared by the mayor’s office entitled” 2006 Revised Organizational Structure Staffing Pattern of the Dagupan City Government.”
Guadiz is chair of the committee on Good Government conducting hearings on the proposed reorganization plan while Mata is his vice chairman.
At the third public hearing conducted by the committee last Tuesday, Mata asked those who formulated the new staffing pattern to explain and justify the difference between the bill passed by the Sanggunian on December 4, 2004 and the new proposed ordinance seeking reorganization.
Mata recalled that the ordinance passed in 2004 was authorized Mayor Benjamin Lim was based on the study conducted by the University of the Philippines.
He asked Councilor Guadiz to invite City Administrator Raffy Baraan again and to include those who formulated the proposed ordinance to shed light on the issue.
Mata also expressed an apprehension that the planned reorganization of the city government may lead to loss of jobs to hundreds of employees.
He said the reorganization should result in abolition of few positions to minimize the impact on families of displaced employees.
Mata admitted that he was once an advocate for a lean bureaucracy but the committee on good government is still reviewing the rationale behind the reorganization submitted by the office of the mayor.
The funds to be saved from the minimal abolition of positions, he added, can be used for the development projects of the city, echoing his observation that there are really too many employees at city hall.
Baraan earlier said that under the reorganization, 500 positions will be declared vacant, and employees will undergo strict screening process as hiring would be based on qualifications.
When City Budget officer IIdefonso Calimlim admitted during the committee hearing that the city could not implement the reorganization this year, Mata asked “Ano pa ginagawa natin dito?” – AQL
