PROMISE project in city gets high rating

The Dagupan City government has been rated highly in implementing project PROMISE (Program for Hydro-Meteorological Disaster Mitigation in Secondary Cities in Asia).

“I am not wrong if I say that out of the 5 project areas in Asia which I have visited, you have shown most enthusiasm and initiative in carrying out the project,” Bangkok-based N.M.S.I. Arambepola, director and team leader of Urban Disaster Risk Management (UDRM) and program manager of PROMISE, said.

He made the statement during a meeting with the members of the technical working group of the City Disaster Coordinating Council (CDCC) last Wednesday.

Arambepola pointed out that the activities in the other Asian cities have not reached levels accomplished by the city and affirmed that the Asian Disaster Preparedness Center (ADPC) made a right decision when it choose Dagupan City as the project site in the Philippines.

Arambepola, a Sri Lankan, bared the plan to develop a case study featuring Dagupan City and invited city officials involved in the program to share their experience with other countries during the forthcoming seminars to be staged by the ADPC.

Apparently pleased with the success implementation of the project, Arambepola guaranteed continued support that the United States Agency for International Development (USAID), the funding agency, and ADPC.

City Administrator Rafael Baraan assured that the city will exert more efforts to improve on the project .

Baraan credited project PROMISE for enabling the city to adopt pro-active measures that can reduce damage to people and properties normally caused by flooding.

The city administrator expressed confidence that the city’s successful implementation of the project will open doors to more grants that will fund projects and research on the governance in the city.

Baraan and the members of the TWG presented Arambepola a symbolic key to the city, a NanDAraGUPAN book and a complete documentation of the Community-Based Disaster Risk Management Workshop undertaken covering the 8 pilot barangays.
