Monsoon rains threaten flooding in province

LINGAYEN – Typhoon “Florita” brought heavy rains throughout Pangasinan and as of Friday p.m. almost triggered the release of water from the San Roque Multi-Purpose Project in San Manuel town and could have resulted in another deluge and catastrophe in the eastern and central parts of the province.

As of 7:00 p.m. Friday, water level at San Roque dam was measured at 248 or still 32 meters below the critical level of 280 meters, Floodthe level that will signal the start of a calculated discharge of water from the down the lower stream of the Agno River.

The San Roque dam held on even as the Ambuklao dam in Bokod, Benguet  opened its four gates at eight meters and the Binga dam in Itogon, Benguet at five gates by 10 meters.

The water being released by both Ambuklao and Binga was being absorbed by the San Roque dam. This caused the rise of water at the San Roque dam reservoir at the rate of 0.7 meters per hour.   

However, despite the non-release of water of the San Roque dam, the towns of Sta. Barbara and Calasiao were already inundated as a result of the swelling of the Sinocalan river .

Officials of the San Roque Power Corporation, which operates the San Roque dam, again denied that it is responsible for the flood in central Pangasinan, which is quite a distance from the San Roque dam.
     

Meanwhile, Dagupan City officials involved in the project PROMISE have been alerted and placed   on a stand-by for emergency operations last Friday in case the floods in Sta. Barbara and Calasiao might spill over to Dagupan via the Pantal River.

Flash floods brought by heavy rains and rise of tidal water have already been noted in some parts of Dagupan City, especially along Arellano street.

Residents of Dior Village, few meters away from Arellano Street, said even without rain, their streets were being flooded just by the effect of tidal water.
