114 land speculators claiming Bonuan shore

THE city government is bent on reclaiming all public lands located in Bonuan which are now either in the possession of private individuals or are being claimed by speculators.

A report said there are at least 114 individuals, some of whom are prominent businessmen from the city, who are claiming supposed parcels of land in Bonuan after securing their respective tax declarations.    

Atty. Teofilo Galang, chair of the city’s Task Force on the Comprehensive Survey, Recovery and Management of Public Lands, said the city government plans to sue all the speculators in court.

In his report to the Sanggunian Panlungsod last Monday, Galang said that his team has unearthed that the many accreted  lands in Bonuan  are now being claimed  by private individuals, some of whom already built temporary and semi-permanent structures in the area.

 The report was contained in documents entitled “Balance Sustainable Land Management Plan focused on Proclamation 98 and accretion at Tondaligan People’s Park.”

Rudy Fernandez, vice chair of the task force, said a number of families identified as informal settlers are residing near the beach area.

There are about 50 recognized settlers at the Bliss housing project in Bonuan, only 39 of whom have already completed the amortization of their houses.

Fernandez said, however, the 39 settlers have complained that even after paying for the amortization, they feel their ownership is not secure. 

The worst thing discovered by the task force is the rampant selling of public lands in Tondaligan to private individuals.

“Malakas po ang bentahan ng mga lupa dun,” Fernandez told the city council.

Councilor Jose Netu Tamayo asked the task force to submit the list of names of individuals who are claiming ownership of lands in Bonuan seashore.

According to Galang, the complete list of names of holders of tax declarations, including names of persons whom they had transacted with, is being finalized.

The task force reported that the claimants are mostly affluent and professionals although most are not residents of Dagupan. – AQL
