100 percent tax hike without SB approval

LAOAC – The feud between Councilor Patricio Rebugio and Mayor Gregorio Tabayoyong took turn for the worst when the former chided the latter for unilaterally increasing the cost of lots in the municipal cemetery by 100 per cent.

Rebugio said without the benefit of a duly approved ordinance emanating from the Sangguniang Bayan, Tabayoyong increased cemetery lot to P60,000 each from P3,000, making life  more painful and excruciating for relatives of the dead.

He said Tabayoyong did this when he increased municipal fees all by himself by virtue of his own executive order without an ordinance approved by the SB that would have amended the municipal tax code.

This was the reason why Rebugio filed an administrative complaint against the mayor before the Sangguniang Panlalawigan and later before the Department of Interior and Local Government.

Under the Local Government Code, it is the legislative body that could increase fees by virtue of a duly approved ordinance and not the executive such as a municipal mayor, Rebugio said,

 Saying that the mayor did not consult his advisers when he unilaterally increased municipal fees, Rebugio accused Tabayoyong of not knowing what he is doing, Rebugio added.     

He said that when the mayor increased the cost of municipal lots, he did not think that it is the poor people who are the ones being affected most.

Rebugio, upon the advice of his lawyer, is now in the process of compiling and gathering more evidence against the mayor for  the possible filing of criminal cases against the latter. – APE
