No quorum plagues Bayambang SB

BAYAMBANG – Has the Sangguniang Bayan here declared a month-long recess?

This question cropped up because the SB has not been holding sessions for a month now, clearly a violation of the Local Government Code.

SB Secretary Joel Camacho admitted that the absence of a quorum each time led to the adjournment of the sessions.

He said the month-long ‘recess’ of the SB had caused a lot of legislative backlogs which could affect good governance.

Camacho denied claims of some councilors that the constant lack of quorum in the council was due to the non-serving of notice of session by the SB secretariat.

He said the councilors need not be notified formally each time to attend their sessions because the day and time for the sessions are provided for in their house rules approved by them.

Belying the councilor’s claims, Camacho pointed out that based on the local government code, the lawmakers need not be given notice for their own regular sessions but only on special sessions based on the local government code.

He said that a notice for the special session is to give the councilors advance information on the agenda to be taken up.

Camacho said the SB Secretariat is coordinating very closely with the office of the presiding officer to resolve the worsening absenteeism in the council. – A.P.E.
