Construction magnate sued for estafa

VILLASIS – The regional trial court (RTC) executive judge here has issued a warrant of arrest against a construction magnate for an estafa case filed by a Malacañang official.

Manuel Pastor Jr of RTC First Judicial Region branch 50 issued the warrant against Cezar Quimbao of St. Vincent Village, Bical Norte, Bayambang, chair of Stradcom International Holdings Inc.

Pastor recommended a P60,000 bail for Quimbao’s temporary liberty.

The case stemmed from the complaint of Undersecretary for Local Governance Antonio Villar Jr. of barangay San Antonio, Sto. Tomas in this province.

 Quiambao’s company reportedly cornered three of the government’s biggest computerization projects and also heads Citra Metro Manila Tollways Corporation, the company that constructed Metro Manila’s skyway project.

In his complaint affidavit, Villar alleged that sometime in May 2004, he gave Quiambao P2,000,000 cash,and  Quiambao in turn issued and delivered  to the complainant a postdated check   with the same amount in Villar’s house.

“Were it not for the issuance of the subject postdated check to me by Mr. Cezar Quiambao and his assurance that it is sufficiently funded, I would not have entered into a transaction with him,” Villar said in his complaint.

Quiambao’s check was dishonored for being “Drawn Against Insufficiency of Funds”.

Villar said he’s repeated demands were ignored. The check remains unpaid.

However at presstime, Senior Inspector Jimmy Agtarap, Villasis police chief said he has not received copy of the arrest warrant. — EVA
