SP to ask funding requirements of AIP

In a bid to validate the plans submitted by the city hall, the Dagupan City Sanggunian Panlungsod has summoned officials of the City Planning and Development and the Budget offices to shed light on the 2006 Annual Investment Plan of the city in its session on Monday.

The city council wants to know if the existing budget of the city could finance the programs and projects lined up for this year.
The proposed AIP programs and projects of the city for this year are:

Early Child Care Development (ECCD), P1,000,000; Food and Water Testing Center, P2,200,000; Environmental Sanitation Protection Program, P500, 000; Insurance Premium for Barangay Security Force (Tanods),P105, 000; PhilHealth of members of barangay councils, P500, 000; Philhealth for Barangay Indigents, P500,000; and other sectoral concerns.More...

At least P15,000,000 from the city budget would be used for  implementation of the re-organization program of the city.

Luz De Guzman of the budget office earlier assured the city council that the amount earmarked in the budget is more than enough to support the programs and the projects identified in the AIP.

The city council set aside P33,555,956 for programs and projects under the 20 percent Annual Investment Program for this year.
Councilor Michael Fernandez, chair of committee on finance, had asked De Guzman if the city could still get a portion of the amount estimated for AIP, to be added to the debt servicing but she rejected this notion.
De Guzman said the amount estimated for the AIP is barely enough and not possible to reduce the budget to serve debt servicing.

She allayed the council’s fears that there may not be enough to cover  the debt servicing by pointing out that the P71.4 million appropriated for  the debt servicing is already enough to cover the obligations of the city.
Meanwhile, City Treasurer Romelita Alcantara has certified that the amount is based on the estimated Internal Revenue Allotment (IRA) for this year in the amount of P167, 779,784. – AQL
