Sans budget, de-clogging now ongoing

WITH or without a budget, the second highway district has already started de-clogging heavily silted drainage canals along various principal streets in preparation for the coming rainy season. 

Second highway district engineer Rodolfo Dion said work on the project has already started even if the Department of Budget and Management has not released the outlay. 

The de-clogging work is initially concentrated in the city proper here which is normally flooded during the rainy season, especially when sea tide from the nearby Lingayen Gulf rises. 

Dion blamed the improper disposal of solid wastes as the cause of the clogging of drainage canals. He asked the people to dispose their wastes properly. 

Pointing out that the city proper is just on sea level, Dion stressed the need to maintain a deeper drainage system in order to minimize flooding in the area. 

Dion clarified that the DPWH is in charge of de-clogging drainage canals even if they are inside Dagupan City. – APE
