Higher fines sought for ambulant vendors

THE head of the Anti-Hawking Task Force of the Dagupan City has sought higher penalties for ambulant vendors.

Task Force head Butch Gutierrez made the request when he appeared before the Sangguniang Panlungsod where he detailed a continuing tug-of-war between his men and the ambulant vendors.

Gutierrez said the P200 penalty provided for in the ordinance enacted way back in 1980, has not deterred vendors. 

He has proposed the penalty for violators be increased from P200 to P1,000 and at the same time guarantee for the return of their confiscated items. 

Pointing out that the rampant violation of the ordinance is caused by the very low penalty, Gutierrez is confident that ambulant vending would be dramatically reduced if not wiped out once the fines are increased.   

He said several vendors accused his personnel for allegedly harassing them, especially those selling at night, by confiscating their goods.

“The vendors claim that we are hurting them whenever we are confiscating their goods but in truth, it is the other way around,” Gutierrez said.

He insisted that it is actually the vendors who have been physically harassing his personnel.-  AQL.
