Binalonan agrees to remit RPT share
LINGAYEN – After months of belligerence, the town of Binalonan has softened up and agreed to remit its Real Property Tax (RPT) collections last year to the provincial government.
Provincial Administrator Virgilio Solis said “finally, the share of the province from the RPT collections will be remitted to the treasurer’s office”.
He attributed the successful collection to diplomatic negotiations exerted by Gov. Victor Agbayani on Mayor Ramon Guico.
It will be recalled, in January this year, Guico, a cousin of President Gloria Macapagal-Arroyo and president of League of Municipalities of the Philippines, stunned the province when he declared that Binalonan would not remit the province’s share to the RPT.
Guico said he did it because the provincial government never initiated or implemented a single project in his town.
Solis surmised that Guico had not seen the project list and neither was he informed when he made the declaration.
“Gov. Agbayani and Mayor Guico held backdoor negotiations to settle the issue. And this resulted in changing the mind of the mayor,” Solis said.
From those negotiations, the two officials, who ran together as a team for the two highest positions in the province in 1995, easily came to an understanding.
Solis said it was agreed that there will be no surcharge fees that will be imposed on Binalonan.
