After a bicameral conference among members of the House and the Senate, the measure will be brought to President Rodrigo Duterte for his signature.
Congressman De Venecia, overjoyed by the passage in the Senate of one of his pet bills, House Bill No. 8133 or the Edades and Bernal Cultural Center and Museum Bill, thanked his colleagues in the Senate for giving honor and importance to the two national artists from Dagupan City, Victorio Edades and Salvador Bernal.
Edades was from Barangay Bolosan in Dagupan City. He was recognized nationally as The Father of Modern Philippine Paintings.
On the other hand, Bernal was from Barangay Pantal and during his time, he was hailed as the guru of Philippine Theatre Design.

De Venecia asked the people of Dagupan and Pangasinan to continue praying till the proposed law is finally signed into law by President Duterte.
He said once the proposed measure becomes law, an Edades and Bernal Cultural Center and Museum will rise in Dagupan City as a testament of the exemplary works of the two national artists through the joint efforts of the national as well as local government under the guidelines to be set by the National Museum of the Philippines.
De Venecia also thanked the Senate for passing in the second reading Senate Bill 2455, a counterpart measure of his proposed Philippine Creative Industries Development Bill.
