THE Provincial Government of Pangasinan held the inauguration of the three newly-constructed buildings on September 15 to better serve Pangasinenses.

Governor Amado “Pogi” I. Espino III led the inauguration of the three newly-constructed buildings namely: Two-storey Multi-Purpose Building for Basic Sector, Provincial Youth Development Center, at Children’s Library and Information Center.

Joining Gov. Pogi during the ribbon cutting and unveiling of markers of the three buildings were: Team Energy-Sual External Affairs Executive Carlo Calvario, Provincial Liga ng mga Barangay President Jinky Zaplan, Provincial Federation President of Sangguniang Kabataan Jerome Vic Espino and department heads of the provincial government.

In an interview, Gov. Pogi said that the newly-constructed buildings will be of big help to the people of Pangasinan: “Malaking tulong po ang mga ito sa probinsya ng Pangasinan gayundin sa mga kababayan natin na mapagsisilbihan ng mga building na ito.”

The provincial chief executive expressed his gratitude to national government agencies and private sectors, including: Department of Energy and Department of the Interior and Local Government, for backstopping the funding of the three projects.

“Kami po ay nagpapasalamat kay Energy Secretary Alfonso G. Cusi at DILG Secretary Eduardo Año sa pagtitiwala na ibinibigay nila sa Pangasinan at sa tulong na binibigay sa probinsya ng Pangasinan,” said Gov. Pogi.

The two-storey multi-purpose building for basic sectors, which has a project area of 767.30 sq.m, will be administered by the Provincial Social Welfare and Development Office (PSWDO) to provide one-stop shop for assistive services for less-privileged Pangasinenses.

PSWDO Chief Emilio P. Samson Jr. stated that all services inside the multi-purpose building will be free of charge, such as: provision of eyeglasses and hearing aids for elders and persons with disabilities (PWDs); holistic physical rehabilitation for PWDs through Stimulation Therapeutic Activity Center; psychological assessment, counseling support for violence against women and children (VAWC); and Prosthesis and Assistive Device Manufacturing Center.

Samson added that the multi-purpose building which is located within the PSWDO compound will also house the Persons with Disability Affairs Office (PDAO) and Senior Citizens Affairs Office.

The provincial government is now in the process of completing all necessary equipment for the multi-purpose building to become fully operational, the PSWDO chief further stated.

The Provincial Youth Development Center which is under the Provincial Disaster Risk Reduction and Management Office (PDRRMO) has a total floor area of 434.70 sq.m. to include the building (182.70 sq.m.) and the covered court/ multi-purpose area (252 sq.m).

PDRRMO Chief Rhodyn Luchinvar Oro noted that the youth development center will harness the youth’s capabilities not just in disaster risk management, but also in climate adaptation.

“Gov. Pogi’s objective is to increase the youth’s awareness and become responsible, productive citizens later of the community especially in Pangasinan,” Col. Oro stressed.

In coordination with the PSWDO, the youth development center will be a venue for trainings for various youth-related organizations, out-of-school youth (OSY), and kids to be exposed to disaster risk preparedness programs as well equipment used by the PDRRMO for disasters.

In the meantime, due to the pandemic, the PDRRMO holds Ligtas at Aktibong Pamayanan (LAP) online for the youth that aims to shed light on the adverse effects of climate change.

The last building to be inaugurated on the same day is the 316.44-sq.m Children’s Library and Information Center located beside the Provincial Library Office.

Provincial Librarian Cynthia Encarnita F. Vila noted that the additional facility of the provincial library will pave the way for more educational and recreational activities lined up for children.

“This is the time that we can provide children in the community the best possible services and activities by providing them a conducive place for learning,” said Vila noting that the children’s library has sharpened its focus on upgrading its service.

During this time of pandemic, the provincial librarian added, all activities of the provincial library are conducted online, such as story-telling, uploading of educational materials for reference of students, book sharing and others.

On the other hand, the Information Center will house computer sets of the provincial library that will be very beneficial for online researching.

Prior to the inauguration, Most. Rev. Fr. Fidelis Layog officiated the blessing of the Multi-Purpose Building for Basic Sector, Provincial Youth Development Center, at Children’s Library and Information Center, respectively. /Shiella Mae C. De Guzman
