Another Duterte Legacy
IN an unprecedented show of leadership, former President Rodrigo R. Duterte did the unthinkable. He showed up in two separate congressional hearings, first at the Senate and then at the House of Representatives, breaking a tradition of enviable mutual respect extended to past presidents – not to be made to appear in hearings and investigations.
In his case, he waived that tradition and willingly confronted his accusers on the conduct of his controversial 6-year war on drugs during his presidency from 2016-2022.
In both hearings “in aid of legislation,” Mr. Duterte stood firm in his conviction, repeatedly saying, “I take full legal responsibility” over the activities conducted during the anti-illegal drug war that allegedly resulted in extra-judicial killings of drug pushers and users.
His responses were forthright and he never invoked his right to self-incrimination each time he was challenged to confirm statements of invited resource persons with claims of being witnesses to violent incidents.
He responded to accusatory questions that seek to have him pilloried and painted as a mass murderer of innocent Filipinos but clearly premised his responses with his avowed commitment to defend the policemen who did right by his order – to kill the criminal members of the illegal drug syndicates. The senators and congressmen who were out for blood were not disappointed.
He candidly admitted to some allegations and denied some that he felt were “outrageous lies” with his signature 9-letter words (“p..i’s”) to stress his frustrations when his accusers refused to understand the context of his responses.
He even challenged the International Criminal Court to do its worst with him.
He showed up in both hearings knowing history would judge him, whether fairly or unfairly. But if there are two things that he evidently hopes will long be remembered about him, these would be his uncompromising stand to protect Filipino families and children, and who would readily take command responsibility for his actions both as mayor and as president.
Above all, his unprecedented appearances in both congressional hearings is a message to all future presidents of our country – be brave to face your detractors, and defend your controversial programs and perceived failed efforts, when you end your term.
