Mangaldan council tackles illegal sale of subdivided agri land
THE Mangaldan Sangguniang Bayan (SB) is planning to draft an ordinance that will regulate the subdivision and sale of land in the municipality following reports of illegal transactions, particularly lots that are still classified as agrarian reform land.
In a hearing organized by the Committee on Zoning and Land Use led by Councilor Michael Ervin Lomibao, it was cited how residents in Barangay Bateng were reportedly duped by individuals posing as agents or brokers who promised a swift and easy transfer of property titles.
The investigation revealed several irregularities in the transactions. One of the major issues was that many of the lots being sold were still classified as agricultural land and had not gone through the necessary legal conversion process with the Department of Agrarian Reform.
Engr. Geneva Calaunan, the zoning officer designate for Mangaldan, explained during the hearing that before any land can be sold or subdivided, certain legal documents and approvals must be obtained. These include clearance from DAR, a development permit from the local government, and an approved Subdivision Plan from the Department of Human Settlements and Urban Development (DHSUD).
The committee plans to hold another hearing and invite representatives from key government agencies, including the DHSUD, DAR, Department of Environment and Natural Resources, and the Registry of Deeds, to clarify the matter further. (Ahikam Pasion)
