SP: Dagupan needs more flood control projects

AS Dagupan braced for another massive flooding last week due to two strong typhoons, the Sangguniang Panlungsod (SP) ramped up the passage of three draft resolutions requesting more funding allocation to the Department of Public Works and Highways (DPWH) for the completion of as well as additional flood control projects in the city.

All authored by Councilor Jose Netu Tamayo, the resolutions noted that based on an inspection conducted by Mayor Belen Fernandez, the flood control structure along the Sinocalan-Pantal River is not yet complete, which contributes to the continued flooding in Dagupan.

Councilor Karlos Reyna, a civil engineer and chairman of the city council’s committee on public works and infrastructure, also attested that DPWH should use sheet piling as it has been proven more durable than Gabion-type structure.

In Draft Resolution No. 145-2025, Tamayo sought funding for the completion and connection of the flood protection works of the Sinocalan-Pantal River at the back of the Lasip Grande Elementary School and Barangay hall, covering 200 lineal meters to avert severe flooding in Lasip Grande and the nearby barangays of Malued, Lucao and Lasip Chico.

In Resolution No. 146-2025, Tamayo sought funding for the construction of protection dikes for the Patogkawen and Dawel rivers to address the flooding in Barangay Tambac and Pantal, where two universities and several other schools are located.

A comprehensive and adequately-funded river protection program along the city’s river systems is essential to achieve sustainable flood control, he said.

Resolution No. R-147-2005 requests funding for the construction of flood protection works along the Cayanga River in the border of Dagupan City and San Fabian, to protect Sitio Russia in Barangay Bonuan Binloc, where the National Integrated  Fisheries Technology Development Center and other government offices are located.

Tamayo again emphasized that Dagupan is vulnerable to flooding because it is the catch basin of all water flowing from the mountains of the Cordilleras before emptying to the Lingayen Gulf. (Leonardo Micua)
