New PPC campuses in 2 towns, 1 city proposed
THE proposed ordinances for the establishment of additional Pangasinan Polytechnic College (PPC) campuses in the municipalities of Bugallon and Umingan, and in San Carlos City have been calendared for discussion by the Sangguniang Panlalawigan (SP) during its regular session on August 11, 2025.
Introduced by Vice Governor Mark Ronald Lambino, the proposed measures aim to bring quality, accessible, and relevant higher education closer to Pangasinenses, particularly those in underserved areas.
The PPC, opened in 2024 in the capital town Lingayen, provides free tertiary education and lifelong learning to Pangasinenses.
Under the proposals, each new campus will offer degree and non-degree programs in the fields of technology, science, humanities, and other specialized areas, as well as technical-vocational courses under the PPC’s Center for Lifelong Learning.
The new campuses will also be mandated to undertake research and extension services, establish research centers or consortia to expand their community reach, and comply with minimum requirements set by the Commission on Higher Education (CHED).
Governor Ramon Guico III, through the PPC’s Governing Board, has prioritized expanding PPC’s reach to strengthen institutional capacity and address the province’s human resource development needs. The Board, in its 6th regular meeting on July 30, approved the proposal to create the additional campuses.
Once the corresponding ordinances are approved, the PPC campuses in Bugallon, Umingan, and San Carlos City are expected to open new avenues for local students to pursue higher and technical education without having to leave their hometowns. (Eva Visperas)
