Calasiao digitalizes systems for faster service
UNDER PPP DEAL WITH NSPIRE
THE local government of Calasiao, categorized as a first-class municipality, is embarking on a digital transformation that is expected to speed up and improve the delivery of public services by using computer technology in its systems.
“We are not just modernizing. We are taking a leap towards a fully digital system where services are fast, data is real-time, and people’s needs are prioritized,” Mayor Patrick Caramat said in a speech on July 15 following the signing of an agreement with systems provider NSPIRE Software and Solutions Inc.
The project, valued at P49 million, will be implemented through a public-private partnership at no cost to the local government as NSPIRE considers it part of its corporate social responsibility program and as a show of support to Caramat’s leadership.
“This digital shift is about bringing services closer to the people,” NSPIRE CEO Harold Macapagal said. “Instead of waiting in line, filling out forms, and coming back another day, Calasiao residents can now expect streamlined and faster services.”
The transformation will be rolled out in four phases starting July 17 and is expected to be completed within 100 days.
The digital platform will, for example, cut down a process that would normally take three days to as quick as two minutes once the system is fully operational.
Also, real-time data analytics will equip the mayor with up-to-date information on community needs, allowing for smarter, faster decision-making on matters like social welfare, public health, and infrastructure planning.
He emphasized that the technological adoption is about ease of doing business and better program planning.
He also clarified that the shift to digital does not mean job cuts. “We are not reducing people,” he said. “We are freeing our employees from the burden of paperwork so they can focus on serving our constituents better.”
Caramat takes pride in becoming the first municipality in Pangasinan to adopt this comprehensive digital platform, often used in larger government institutions, saying it is in line with his vision of positioning Calasiao as the “Digital Hub of Pangasinan.”
“Two weeks ago, we only dreamed of Calasiao becoming the digital heart of Pangasinan. Today, we are making it happen,” he said. “This pet project of mine will not only serve Calasiao but hopefully serve as a model for digital governance across the Philippines.” (Eva Visperas)
