Dagupan earns Seal of Good Financial Housekeeping

DAGUPAN City earned a 2024 Seal of Good Financial Housekeeping (SGFH), which it failed to get the previous year because the annual budget was passed three months late, according to Mayor Belen Fernandez.

Fernandez said with the SGFH, the city is now eligible to vie for the more prestigious Seal of Good Local Governance (SGLG) made possible by the combined efforts of our hardworking LGU personnel.

She credited Vice Mayor Dean Bryan Kua, and Councilors Michael Fernandez, Jeslito Seen, Dennis Canto, Liga ng mga Barangay president Marcelino Fernandez and former Sangguniang Kabataan Federation president Joashua Bugayong, who stood their ground despite being in the council minority to push for the passage of the 2024 budget.

Last year’s annual budget was passed only in late March 2024, but nevertheless came before the March 31 deadline set under the Local Government Code, finally putting a stop to Dagupan’s reenacted budget, which was in effect since January 1, 2024.

Dagupan City’s 2025 annual budget was passed on November 17, 2024 following a sudden power shift in the council when the minority bloc became the majority after the start of the 60-day suspension of three opposition councilors by the Office of the President.

The mayor, quoting the Filipino maxim “Kung walang sagabal, progresoy hindi mabagal,” assured Dagupenos that with the 2025 annual budget passed on time, they can expect better services and more developments this year. (Leonardo Micua)
