Dagupan, Holcim to formalize partnership on waste management

THE current experimental partnership between Dagupan City and Holcim Philippines, Inc. will soon transition into a more permanent relationship when a memorandum of agreement (MOA) between Mayor Belen Fernandez and company officials is signed.

The Sangguniang Panlungsod, on motion of Councilor and Majority Floor Leader Michael Fernandez, passed a resolution last week authorizing the mayor to enter into a MOA with Holcim under its Extended Producer Responsibility (EPR) Cement Incentive Program that will help address the serious garbage volume at the city’s over 60-year-old dumpsite in Bonuan.

The five members of the new majority initiated the resolution sought by Mayor Fernandez, which could not have been realized under the old majority whose members are political opponents of the administration.

Under the company’s EPR program, Holcim takes in segregated and compacted solid wastes, which are then processed into fuel used in the production of cement or as component of cement itself.

Since the city made a preliminary tie-up with Holcim, Dagupan had been delivering its compacted wastes to the company’s cement plant in Norzagaray, Bulacan.

Councilor Fernandez said signing a MOA with Holcim will enable the city to leverage the innovative program to reduce waste at the dumpsite and comply with local and national standards.

Holcim came to Dagupan soon after Sure Global finally backed out from building a waste-to-energy facility for the city as the past Lim administration discontinued the project started by Mayor Fernandez during her previous term.

The partnership with Holcim is in line with the commitment of Dagupan for environmental protection, sustainable development, and improved public health. (Leonardo Micua)
