Repair of Dagupan Seafood Processing Plant sought

DAGUPAN Mayor Belen Fernandez issued a certificate of urgency to the Sangguniang Panlungsod for the passage of a proposed Supplemental Annual Investment Program and a Supplemental Budget No.3 that set aside the city government’s P3 million counterpart for the repair of some of the equipment and facilities of the Seafood Processing Plant located in Barangay Bonuan Binloc.

Councilor and Minority Floor Leader Michael Fernandez said the Bureau of Fisheries and Aquatic Resources (BFAR), which co-owns the processing plant with the Dagupan City government, already made available P3 million for the purpose.

In a privilege speech, Fernandez said the facility, which has modern equipment such as blast freezers, used to be tapped by local exporters from Pangasinan to process milkfish and other seafood products for export.

The plant was funded by a grant of the Korean government through the Korean International Cooperation Agency (KOICA) secured by then Speaker Jose de Venecia Jr. for Dagupan City.

However, instead of acting on the measure, Councilor Redford Efe-Mejia, who chairs the Finance, Budget and Appropriations Committee, called for a committee hearing on the measure.

Paragraph (e) of Article 107 of Republic Act 7160 or the Local Government Code, states” Any legislative matter duly certified by the local chief executive as urgent, whether or not it is included in the calendar of business, may be presented and considered by the body at the same meeting without the need of suspending the rules.”.
