Dagupan SP adopts Paleng-QR Ph for business sector
THE Sangguniang Panlungsod (SP) passed an ordinance encouraging all business establishments and local transportation in Dagupan to adopt QR Ph Digital Payments in line with the Paleng-QR Program of the national government during its November 28 session.
In the digital world, QR Code stands for Quick Response Code, while QR Ph is the national QR Code standard that allows a quick, low-cost and safe method to pay, transfer to and receive funds from other banks and e-money accounts in the Philippines.
The five-page ordinance authored by Councilor Michael Fernandez and sponsored by Councilors Alfie Fernandez and Irene Lim-Acosta, is in line with Joint Memorandum Circular No. 01, Series of 2022 of the Department of the Interior and Local Government (DILG) and the Bangko Sentral ng Pilipinas (BSP) on June 22, 2022 enjoining all Local Government Units’ participation in the Paleng-QR Program.
The ordinance cites QR Ph as the national QR code standard as an instrument for cost-efficient payment, whether for Person to Person (P2P) or Person to Merchandize (P2M) transactions.
With Paleng QR Ph, small entrepreneurs need not invest in costly equipment, such as Point of Sale (POS) terminals to accept digital payments from their customers. Instead, merchants only need to print and display the QR Code from their transaction account.
The DILG and BSP jointly developed the Paleng QR Ph Program to promote digital payment in public markets and local transaction in support of the National Strategy for Financial Inclusion (NSFI) 2022-2028.
Section 3 (Scope of Application) provides that the Ordinance shall cover all market vendors, all public transportation and all stores and business establishments, but not limited to sari-sari stores, ambulant vendors and hawkers. (Leonardo Micua)
