DAR Region 1 targets zero backlog in cases
THE Department of Agrarian Reform (DAR) Region 1 is still committed to achieve zero backlog in resolving land reform cases filed before it.
In a press conference, Atty. Glaize Bernadeth Tadeo, the legal chief of DAR Region I, echoed the commitment as she clarified that minor issues such as transfer of land title, conversion of agricultural lands to commercial lands and others are being resolved in the provincial level, while the regional office handles resolutions and orders.
“As much as possible, the DAR wants disputes and issues to be settled amicably, as legal processes would take more time and resources,” Tadeo said.
She said this approach works most of the time, as issues are already being resolved at the provincial level.
While there may be issues or cases involving sale or transfer of land titles received by Agrarian Reform Beneficiaries (ARB), Tadeo said these are not big problems, especially when it would work to their advantage.
While other agrarian reform beneficiaries sell or pawn their land titles as collateral due to financial hardships, DAR continuously urges them to follow the process, and to notify them of their activities.
Failure and violation of DAR protocols may result to disqualification and the DAR would reclaim the land given to ARBs.
“Sampung taon dapat nasa kanila pa rin ang titulo at dapat pinapalago ang lupa. Yun ang main goal dito, kung hindi nila ma-fulfill iyon, baka bawiin”, said Tadeo.
Tadeo said the DAR Legal Department is open to ARBs on legal matters regarding tenant and land owner issues, along with other problems on agrarian reform. (Ahikam Pasion)
