SP okays three-year moratorium on tricycle fees

AN election promise by incoming Mayor Belen Fernandez will soon be realized when the Sangguniang Panlungsod passed an ordinance imposing a three-year moratorium on permit, regulatory and franchise fees on tricycles operating in Dagupan City.

The ordinance, authored by Councilor Michael Fernandez, co-authored by Councilor Karlos Reyna, amended Section 239 and 240, Article 38 (Chapter III), of City Ordinance No. 2089-2017, otherwise known as the Revenue Code of the City of Dagupan which provided payments for these fees.

“I want to give credit to where it is due. This is the proposal and one of the platforms of incoming Mayor Belen Fernandez. Tayo naman po ay sumusuporta diyan,” said Councilor Reyna.

He said when Fernandez begins her term on July 1, she will just implement the ordinance.

The ordinance was enacted following a public hearing conducted by the SP committee on public utilities chaired by Councilor Reyna, attended by members of different Tricycle Drivers and Operators Associations (TODA) of Dagupan.

This ordinance is a big boon to tricycle operators because although the franchise fee for tricycles is valid for three years they are required to pay yearly regulatory fees like mayor’s permit, stickers and their identification cards, all of which amount to more than P700.

More than P700 is already a big amount to be saved by tricycle operators in the city numbering 3,125, Reyna said.

What are not covered by the ordinance, Reyna said, are the other requirements like those coming from the national government or the courts which the SP has no jurisdiction.  (Leonardo Micua)
