Plans set for new Laoac carabao dairy farm
NOTING the importance of research and development, Governor Amado Espino III recently tapped the Philippine Carabao Center (PCC) and the Don Mariano Marcos Memorial State University in La Union to assist the newly established Pangasinan-Laoac Dairy Farm (PLDF) in Laoac town that envisions to produce fresh carabao milk for marketing province-wide.
Espino was granted authority by the Sangguniang Panlalawigan during its regular session on February 28 to enter into a Memorandum of Agreement (MOA) with PCC and DMMSU to provide research and development for PLDF.
Fifth District Board Member Jan Louis Sison expressed the need for PLDF to adopt biotechnologies that can be offered by PCC and DMMSU to ensure the quality of its dairy products that it will put in the market soon.
“Commercialization of bio technologies and products is needed to enable farmers to compete in globalized economy and deliver solution to technical problems affecting the livestock industry,” Sison stressed.
PLDF is a joint venture between the Pangasinan provincial government and the municipal government of Laoac that took over the facilities of the bankrupt Laoac Dairy Cooperative set up by a former congressman of the Fifth District that used imported milking cows.
This time, the PLDF will generate milk from local carabaos bred in the farm as well as by farmer cooperators not only from Laoac but also from adjacent municipalities, a move that will enhance carabao population in Pangasinan.
Under the proposed MOA, the PCC will assist in the formulation of a Livestock Development Plan for buffalo, implement technical support as well as reproductive technologies and monitor and evaluate the program periodically.
On the other hand, DMMSU will support the genetic improvement program in the farm by entrusting genetically superior bulls for breeding purposes, promote and develop carabao-based enterprises in the farm as well as provide seed capital, equipment and other related logistic as are available, provide logistical support, help in linking other service providers that will promote and strengthen the overstock operation and participate in the monitoring and evaluation of the program.
