City hall urged to act on long overdue repair of fish market
THE fish vendors and stall tenants at the Magsaysay Fish Market are asking the city government to replace the battered and run down roof and repair the defective drainage system that cause flooding in the area every time rains fall.
The appeal was conveyed to the Sangguniang Panlungsod by Councilor Teresa Coquia who sought to pass a resolution to call attention to the unresolved problems for the benefit of the vendors and stall tenants.
But Councilor Jose Netu Tamayo reminded the city council about a provision in the Local Government Code that no other matters can be acted on until the annual budget is passed.
The 2022 annual budget of the city government remains unacted pending submission of complete documentation of plans and programs for the requested budget by the office of the city mayor.
Coquia showed photos of the flooding situation inside the market caused by the dilapidated roof and owing to the poor drainage system every time rains fall.
She warned that the La Niña is expected from March to April, even before the regular rainy season sets in.
In view of the law that prevents the city council to discuss and act on other matters, Councilor Luis Samson Jr. recommended instead that the vendors and stall tenants write a petition to Mayor Brian Lim citing the need for the long overdue rehabilitation and repair of the market.
The councilors affirmed that P10 million was already allocated for the repair of the roofing of the Magsaysay Fish Market, in addition to the P10 million aid allocated for the same project by the Department of Budget and Management.
Councilor Marvin Fabia also reminded his colleagues that the repair of the Mamalingling Road has not been made despite the allocation provided in the supplemental budget passed by the SP.
