As a politician Her Royal Highness should be aware of “Article 3 SECTION 6. The separation of Church and State shall be inviolable”. Which simply means that the people and their representatives are under no obligation to consult with The Church on any legislation passed by those elected by the electorate.

Jueteng has been a thorn in the sides of local governments. The Small Town Lottery is a way to make something illegal legal. The jueteng runners can keep their jobs. The money collected that is not given as winning numbers can be used to aid the needy and indigents that comprise 5.9 percent of the city’s population. That number could easily be three times that amount if the borderline cases are included. Right now the excess money goes into the jueteng operators pocket. After the winning numbers are paid his only expense is the runners pay, the payoff to the crooked cops and politicians. Once jueteng becomes legal there will no more payoffs to crooked cops and politicians, That money can be a boon to those who need help. The only large obstacle is finding a person honest who could remain honest handling that amount of money. The bane of Philippine politics is the proliferation of dishonest politicians from the barangays all the way to Malakanyan.
