Schools Supt. Primicias out for 90 days

PREVENTIVE SUSPENSION

PANGASINAN I Schools Division Superintendent Shiela Primicias was slapped with 90-day preventive suspension by the Department of Education (DepEd) central office effective February 23 in a suspension order served on her by the DepEd regional office.

Primicias’ suspension was personally served by Department of Education (DepEd) Regional Director Tolentino Aquino.

Assistant Schools Superintendent of Pangasinan Schools Division 1, Dr. Ely Ubaldo, was designated as officer-in-charge during Primicia’s 90-day preventive suspension.

The PUNCH was given a copy of the Feb. 15, 2021 order signed by Education Secretary Leonor Briones, designating Ubaldo as temporary replacement.

In a television report, Director Aquino did not disclose the reasons why Primicias was suspended but hinted it could have something to do with the complaints filed against her.

It will be recalled that the Sangguniang Panlalawigan also passed a resolution in

August 2020 that called on DepEd central office to investigate complaints against Primicias by some of her former subordinates in San Carlos City where she was assigned prior to her assignment as the OIC of Pangasinan Division 1.

The resolution authored by Second District Board Member Von Mark Mendoza wanted Primicias to be assigned to another division outside Pangasinan.

The resolution, addressed to the Office of the President through the Education Secretary, was filed after a series of Question Hour by the provincial board when several groups of teachers relayed their sentiments and complaints against Primicias’ questionable policies involving the use of public funds.

During the provincial board’s investigations, Primicias vehemently denied the allegations against her even as she maintained her innocence.

In her Facebook account, Primicias admitted she was serving her preventive suspension starting Feb. 23, clarifying that a preventive suspension in an administrative case is not a penalty itself and expressed confidence she will return to her post as she is innocent of the charge leveled her by her unseen detractors.

On a positive note, Primicias said she has been working so hard and perhaps the Lord wanted her to go easy and give more time to her family during this “vacation” she has now through this so-called “leave”.
