Senate bill reclassifying Mangabul as alienable, disposable land filed

SENATOR Juan Miguel Zubiri recently filed a bill seeking to reclassify the Mangabul Reservation in Bayambang into alienable and disposable land of the public domain for the purpose of redistributing the same to the bonafide and long-term farmers/occupants.

A copy of Senate Bill No. 1961 was received by Mayor Cezar T. Quiambao from Senator Zubiri who was elated by the development that will deliver the benefits to his constituents.

The Mangabul Reservation is a timberland designated by the Bureau of Lands Survey as Insular Public Domain with an area of 2,333 hectares more or less located in Bayambang, the usufruct rights of which were granted in 1933 to the municipality of Bayambang.

Section 2 or SB No. 1961 provides that the aforementioned land shall be distributed in ownership to the bonafide and long-term farmers/occupants but the existing creeks in the area shall be given the usufruct to the municipality of Bayambang provided that the beneficiaries will manage and develop the creeks upon payment as compensation.

The scheme of the land, including the identities of farmers will be prepared by a committee which shall be composed of the representative of the Department of Environment and
Natural Resources as chairman, the representative of the Department of Agrarian Reform as vice chairman; and the mayor of Bayambang, the  head of the farmers’ organization and the provincial director of the Philippine National Police as members.

The DENR will provide the technical description, survey maps, and similar documents to the DAR, which will undertake the actual distribution of the land under the principles of agrarian reform and the applicable provision of the Comprehensive Agrarian Reform Law.

Once passed, the mayor and the head of the organization of farmers’ beneficiaries shall meet to discuss and determine the reasonable compensation to be paid to the municipality for the management and development thereof by the beneficiaries. In case of disagreement, the regional director of DENR shall decide. (Leonardo Micua)
