10 fishing vessels using banned seine nabbed in Sual

TEN undocumented Commercial Fishing Vessel (CFVs) believed using the banned Danish seine (hulbot-hulbot or buli-buli) or a fishing net that uses floaters to entraps fish, were towed and held in Sual town by law enforcement agencies in Region 1.

BFAR Regional Director Rosario Segundina Gaerlan said her agency received information about the CFVs operating in Lingayen Gulf, and requested other law enforcement agencies to validate the report on January 9, 2021.

She said seven of the 10 CFVs have already docked at the Philippine Fisheries Development Authority Port in Sual when the authorities arrived and these were towed to the Sual Municipal Wharf.

The three other CFVs are still in the gulf and cannot be towed because of low tide. A report showed the vessels are marked FB 4G, FB AJG, FB King Adrian, FB Aesel Anne, FB Ashley-5, FB Alfe-One, FB Aeron James, FB Xean Paul 5, FB Xean Paul 3 and FB 4 Winds. The owners of these have not yet been determined.

Found in these vessels were Danish seine which are prohibited to be used in Philippine waters    but is banned under the Fisheries Administrative Order 246-1, series of 2018.

The BFAR said that while the CFVs were not caught on actual operation, they are still liable under FAO 246-1 that states that mere possession of Danish seine or Modified Danish Seine by a fisherfolk or any person in a fishing ground or inside a fishing vessel is already an evidence of violation.

The 10 CFVs were temporarily impounded for further verification of documents at the MARINA Regional Office pertaining to their fishing operations in the area.

Investigation is still on-going for the filing of appropriate administrative and criminal cases. (Leonardo Micua)
