“In people’s mind, police did the killing…”- Lomibao
“SOONER or later, makakalimutan na si Police Senior Master Sergeant Nuezca. Ang mag-i-stick sa mind nila ay PULIS ang gumawa. Nakakalungkot.”
This was the sentiment shared by Arturo Lomibao, retired chief of the Philippine National Police (CPNP), reacting to the gun slay of Sonya Rufino Gregorio, 52, and her son Frank Anthony, 25 by Nuezca on Dec. 20 in Paniqui, Tarlac.
Lomibao, from Mangaldan town who served from March 2005 to July 2006, posted in his Facebook account: “Certainly, the act of killing the mother and son is unconscionable. Be that as it may, I’m not about to judge the policeman since that is for the Criminal Justice System to decide on.”
He said he used to tell policemen during his stint as Chief PNP: “the moment you join the police force (or any organization for that matter), you surrender some of your civil and political rights, and that you are now bound by the rules, regulations, and restrictions that the police force may enforce, and all your actions must be thought of well if these would be for the welfare or will put the organization in a bad light”.
He added, “I call this organizational restraint whereby you are not free to do whatever you want. Parang sa pamilya rin. Kung hindi maganda ang asal mo, sasabihin ng mga tao hindi ka tinuruan ng magulang mo.”
“The fault of one policeman must not be blamed on the entire organization,” he stressed.
Lomibao begged for some understanding for sharing his thoughts. “I just cannot help but advance an opinion when a big issue crops up against the PNP as my heart bleeds for the organization which I tried to serve with all sincerity.” (PhilStar Wire Service/ECV)
