“OPLAN TULONG KAPATID.” Provincial Disaster Risk Reduction and Management Office (PDRRMO) Chief Rhodyn Luchinvar Oro and Pangasinan Provincial Social Welfare and Development Office (PSWDO) Chief Emil Samson flash the Pangasinan Number 1 sign together with the humanitarian team of the Provincial Government of Pangasinan led by Governor Amado I. Espino III during the send-off of Oplan Tulong Kapatid on November 19, 11p.m. at the Capitol Grounds.
