IN the early morning of November 12 (Thursday), Governor Amado Espino III, as chairman of the Provincial Disaster Risk Reduction and Management Council (PDRRMC) ordered a provincewide suspension of work in all government offices (national and local) and online classes in all levels in Pangasinan.

This  was contained in his PDRRMC Memo 2000-05 addressed to all city and municipal mayors and barangay chairmen and chairpersons of city and municipal DRRMC and Barangay DRRMC chairpersons.

In the same memorandum, Espino, however, left the option to suspend work in the private sector to the discretion of private establishments.

As of 5 a.m. that day, Typhoon Ulysses was in the vicinity of southwestern Nueva Ecija and was continuing to move westward at 15 kilometers per hour.

At 8:00 a.m., also on November 12, Pangasinan was placed under Tropical Cycle Wind Signal No. 3. (Leonardo Micua)
