Planning for efficiency in new protocol

THE new initiative launched by the Dagupan City government requiring visitors and returning residents to register with the city government is in the right direction, particularly, regulating entries of authorized persons outside their residences (APOR) especially the delivery crews of fish and vegetable cargo from outside Pangasinan.

The new protocol will definitely remind all and sundry that there is a surge of COVID-19 cases in the city and it must take necessary precautions to protect residents.

However, the planners and enforcers of the new protocol must be mindful of the expected horrendous traffic and vehicular congestion at the city’s border checkpoints. What cannot happen is to simply assign enforcers to check documents of travelers inside their vehicles.

Without an operating plan to ease congestion, the new protocol will expectedly delay travel and entry of vehicles by at least 30 minutes, a situation that should be avoided because it will discourage visitors from shopping and dining in the city.

An experienced systems analyst-planner must be called in for the job. This cannot be treated as a simple stop-and-go traffic because of the requirements to be checked and the roads at entry points are merely double lanes.

Setting up the new protocol is one thing, implementing it is another. Poor efficiency in its implementation will definitely result in a serious setback in the bid to restore normal economic activities in the city.

 

Troubled Trump

IT was bullying at its worst.  President Trump rammed his way into Joe Biden’s path with impunity on Wednesday that calling the spectacle a debate was a misnomer. If this were a road rage, Trump trucked Biden grotesquely to death. After steamrolling Biden, Trump backed up his 10-wheeler to make sure his hapless prey was dead.  The police were of no use.  The embalmer was a happy spectator as horror was unfolding.  But as Trump got away with crime, victim Biden ran off with sympathies that might yet translate into victory for the 77-year-old former vice president in the November 4 (PHL time) American presidential elections.  Polls now say Biden has irreversibly padded his lead over Trump, whose performance was liberally laced with “layers of lies” as one pundit put it.  Biden biding his time is most justified now as he could yet be on his way to Capitol Hill barely five weeks from balloting day.  Unstoppable as a train gone haywire?
