New ordinance: Wear face shields, masks in Dagupan City

ALL persons entering enclosed public spaces, places of work (government offices, hospitals, drug stores, et.) commercial establishments (malls, supermarkets and public markets, remittance centers, banks, etc.) and riding public transportation in Dagupan City are now required to wear face masks and face shields.

The Sangguniang Panlungsod of Dagupan, in its regular session on September 1 passed, the ordinance that makes wearing of face shields, in addition to face masks, mandatory.

Authored by Councilor Dennis Canto, chair of the committee on public health, said the new mandatory requirement serves as an additional prevention of COVID-19 contagion.

Dr. Ophelia Rivera, focal person on COVID-19 in Dagupan, who endorsed the passage of the ordinance, underscored that face shields must not replace face masks.

Section 2 of the ordinance states that face shields and masks should always be worn together at all times in all establishments.

Exempted from wearing face shields are tricycle drivers and motorcycle riders (expected to wear helmets with face shields), persons doing physical exercises.

The ordinance penalizes owners/operators of private establishments, offices, institutions, or enterprises that allow persons to enter their respective premises and access their services without wearing face shields: Reprimand on first offense, P1,000 on the second offense and P3,000 and or revocation of business permit for the third offense.

Persons caught without wearing face shields are also penalized.  (Leonardo Micua)
