Dagupan SP passes 11 p.m. curfew ordinance

THE Sangguniang Panlungsod of Dagupan has passed another curfew ordinance, the third in five months, during its regular session on September 8 while the second ordinance, which the third one seeks to amend, may not yet have the effect of law.

The third and latest ordinance, which set the curfew hours from 11:00 p.m. to 4:00 a.m. amended an earlier curfew ordinance (No. 2206-2020) enacted by the SP on June 30 which fixed the curfew hours from 10 p.m. to 4 a.m.

Ordinance No. 2206-2020 was published in a newspaper of general circulation on September 6, 2020 and based on the Local Government Code, it would be effective 15 days after publication or specifically on September 22, 2020.

Ordinance No. 2203-2020, which set the curfew from 9:00 p.m. to 4 a.m. was published May 14-30, 2020, and expected to be effective on June 1, 2020.

The new ordinance, passed on motion of Councilor Jose Netu Tamayo, repealed Ordinance 2203-2020 but until the ordinance is published, the provisions of the ordinance cannot be made effective till after 15 days of its publication.

In his post on social media on September 8, Councilor Tamayo said that the new ordinance was sought by Mayor Brian Lim and Vice Mayor Bryan Kua in order to revive the dying economy of Dagupan at night. (Leonardo Micua)
