A barangay Kagawad in Anda town was arrested and detained for collecting P1,500 ‘kotong’ from every person he recommended to be included the recent distribution of the Social Amelioration Program (SAP).

Barangay Kagawad Mhenard Damian y Garcia, 35, a resident of Barangay Tori-tori in the said town, was arrested by a joint team of the Pangasinan PNP, Anda Police and CIDG Alaminos City after serving a warrant of arrest for 2 counts of violation of Republic Act 3019 or better known as Anti-graft and corrupt practices act (with criminal case no. 8802 – A and 8803 -A) with a recommended bail of P160,000 (P80,000 each) for his temporary release.

Damian reportedly demanded P1,500 from every barangay resident whom he recommended to be included as beneficiary of the SAP program to receive P8,000 cash assistance.

According to P/Colonel Redrico Maranan, police provincial director, Damian was among 17 barangay officials arrested for violating the SAP distribution guidelines.

Maranan instructed all police chiefs to closely monitor irregularities in the distribution of government assistance in their communities.
