SP hails Bonuan Binloc ordinance on registration of leases

THE Sangguniang Panlungsod (SP) hailed an ordinance passed by the Barangay Council of Bonuan Binloc mandating all residential unit owners to register their leases in the barangay.

The committees on laws, ordinances and judiciary and the committee on barangay affairs headed by Councilors Jose Netu Tamayo and Lino Fernandez, respectively, commended the ordinance during the joint committee hearings in the barangay led by Joshua Gonzales.

Assistant City Legal Officer Roy Laforteza, said the ordinance will be useful in monitoring and tracking persons, who are and who are not bona fide residents in the barangay.

However, the SP urged the Barangay Council to add a penal clause, i.e.,1st offense-warning; 2nd offense- P500; and 3rd offense-P1,000 and cancellation of business permit.

The SP also advised the barangay to include a provision that mandates lessors to require their lessees to provide basic information, i.e., names of the persons, their purpose of stay in the city, duration of their stay and existing illnesses, if any.

At the same time, it advised that unregistered lessees that wish to establish a business be required to secure both a barangay permit and a business permit from the city. (Leonardo Micua)
